Fluctuating heart rate?!

Question: while sitting down my heart rate fluctuates, it will be at 55 then jump to 73 then jump to 95 and drop back down to 55. I'm about 5'11 165 pounds, i run a few days a week and generally eat well.

My brother also has this,he asked his dr and was told that it is because he is tall.If he even makes a slight movement his heart rate will fluctuate.
