the only truly healthy carbs are those that are naturally occurring AND consumed in their natural state. this means consuming foods like:
whole oatmeal
whole grain rice
beans
lentils
black eye peas
barley
* whole wheat bread is not naturally occurring. to the body even healthy refined grains are treated the same as eating table sugar. processed grains are metabolized too rapidly and cause a rapid increase in blood sugar and insulin levels which contribute to fat storage.
there is a direct correlation with the glycemic load of the carbs that you consume with the amount of body fat that you have.

Whole grains are good carbs (use the rule that anything brown is good, anything white is bad--so, brown rice, brown pasta, brown bread are all better for you that white varieties). And fruits and veggies are good carbs.
