You should talk to your doctor if you are taking any other medications. This website give possible drug interactions, but doesn't list a dosage.

Psyllium is best taken in a dose of 1 to 5 grams with a meal, particularly if the meal has a low fiber content. You can mix half a teaspoon or a teaspoon with a glass of water, once or twice a day. I also recommend drinking a glass of water in the morning when you wake up. Many psyllium products on the market add sugar. Try to find a product without added sugar.

Give her a teaspoon of Metamucil in orange juice.

When you take psyllium, it should be either 30 minutes before food or 2 hours after your meal...and you could take it in the morning or before bed...personal choice.
About 1 tbsp of psyllium in 8 ounces of water with some unsweetened juice...shake vigorously in a jar with a tight-fitting lid for 15-20 seconds and drink immediately. Psyllium thickens quickly. That's why it works well to clean out the intestinal tract....the body doesn't absorb it. Psyllium swells and 'scrapes' the walls of colon on its way out. You need to drink a lot of water throughout the day to help keep it moving as you can perhaps get bloated (some do, some don't).
Make sure the psyllium is pure psyllium seed (husk can be harsh on those who may have IBS, and the like).
I don't know what your mom's health circumstances are, but it would be better if she eats more times in the day.
