Establishing a good base in the winter is essential to your sucess in spring. Even seven days off has been shown to have dramatic effects on your fitness. So assuming moving to Mexico isn't an option, you'll need added flexibility and motivation. Keep the date of that first spring race on your calendar.
Hats and mittens are good protection, and if they get too warm, removing quickly dissipates the heat. Jackets with zippers similarly provide good heat control. Wool socks will stay warm when wet, and proper undergarments will prevent wind from wicking heat away from your body. Despite all this, you're bound to get wet, so take off your running clothes as soon as your done to prevent hypothermia. For more info on dressing, see "cold comfort," cited below.
You'll need to watch the weather and be ready to do your hard workout if it's unusually nice out or a front is coming in.
Keep doing fartlek sessions, strides, and tempo runs to keep your sprinting mechanics and lactic acid in good condition. You can still do speed workouts, but you'll probably have to do them on cleared roads or sidewalks and for time instead of distance.
Be careful that you're dressed appropriately. Wear as much reflective and light-producing clothing as possible. Assume you're invisible to traffic, and be ready if a car begins to skid toward you.
Runnersworld.com features plenty of information on running in the winter. Its an extremely common problem. Just search their website for "winter."
Just remember, "I never said it would be easy. I said it would be worth it"

they have running gyms

Well I dont know what kind of area you live in but where I live is close to a school and the roads and sidwalks are always clear so I go running there in the winter. If you dont have an area like that by you I would suggest going to a place like a world gym or a rec center that has a running track or your local YMCA shold have a gym that you can run a few laps in and thease places usually arn't costly at all usually 5-10 dollars a day if you just want to run. Hope that this helps take care.
