No thats a perfectly acceptable size for your height. About 27 inches then you need to worry. Not basing this off medical experience, I do sewing work so I see alot of body sizes and trust me it's been rough!

u mean each thigh is 21'' right? well thats wrong measuring! u need to measure both thighs together.. i have BIG thighs and each's 20'' so u need to lose wight.
