Do alot of repetitions with a light barbell/dumbell w/e its called. A lot of repetitions with a light weight will give you the tone without the muscle.
get a grip
u will only get muscular if u have NO fat in ur arms, so workout, but not over to where u have less than 4% body fat
Just do a lot of cardiovascular activities, like playing sports. Stuff that makes your heart beat, blood pump, and body sweat. Over time you will lose weight all over the body including the arms.

lift weights at least 2x a week it will only tone them. to make your arms really muscular looking you have to work out religously with big weights so dont worry about bulking up.
well you should start by doing cardio, and some light, high repitition weights that work the triceps and biceps (free weights will prolly do)
Pilates...it will tone your muscles without making them bulky. Join a class or buy a video and do it at home. All the stretching and sculpting lengthens your muscles.
be honest with you it is really hard to shape up you really have to commit to it. You need to go jog or join a gym.
Cardiovascular training is good for loosing fat all over, and if you want to specifically target your arms, dips are great for triceps, and biceps curls are good for (you guessed it) biceps.
