How many steps should my 13 year old son walk a day?!

A 13 year old should be able to walk two miles easily to start.
Unless he has a heart or other health problem. Even then he
can work up to more.

he should aim for distance, not steps. he should do about 2kilometers per day. unless of course there is somrthing you left out in your question.

10'000 steps is the recommended. Does he involve himself in sports clubs?

10'000 sounds a lot but it can be done, if he wears it all around the house & school - my 11 year old does the target easily, but he does take the woof woof for a walk once a day with me as well.
