How to Correctly Measure Your Waist?!

Question: Hi!
I'm a young teenage gil who loves to go on Ebay to shop but since most of the sizes are american I need to know my waist size because canadian sizes are smaller I can't tell by simply seeing what size it is. So,How do you correctly measure your waist? Thanks!

At the smallest point which is normally a inch or so above your navel.

I think you just get a measuring tape and measure right below your bellybutton for your waist... but I am not sure.
