Question: ive got chubby legs + thighs and thin arms...i am a 5'3 (161cm) and i weigh 126 pounds (50.4 kg.) fat??!!

Do some walking .... 3 miles a day... would be a good goal to build toward.

You're pretty much the same measurements as me. I love my body because it is a healthy weight for me. Be happy in your weight... insecurity isn't attractive and neither is fishing for compliments.

You're probably a good person and have a great personality anyway so why care about that that much?
If working out to lose weight would make you feel better, by all means do it. But you're focussing on the wrong thing.
