You can't lose weight in just one part of your body. It's physically impossible. You have to lose weight overall. You can, however, tone the muscles, which will make them sleeker and 'suck everything in', making you appear smaller. You need to get in cardio and weight training. The best exercises, I have found, for tummy toning are core exercises. You will hurt at first, but they work great. You also need to watch what you put in your body. Some of that may be bloating if you have a high sodium diet, or don't drink enough water. It's very important to drink enough water. Thirst sometimes disguises itself as hunger. Next time you think you're hungry, drink a glass of water and wait 10 minutes. If you're still hungry, eat something sensible. Always drink a glass of water before a meal, as it helps prevent overeating. Eat your food slowly. Take the time to chew and taste it. It can take your body 20 minutes to recognize that it's full, by eating slower you can prevent overeating.
Make exercise a part of your daily life. Walk the stairs instead of taking the elevator. Park further away from the store. Go for a walk after dinner with your significant other or a friend to help yourself unwind. Instead of going out to dinner on the weekends, cook a healthy meal at home and go for a bikeride. Go to the rollerskating rink on a Friday night to get out of the house and keep yourself from falling into the 'pizza and beer' weekend trap. Find physical activities you ENJOY. That's the best way to stick with it. I like walking, hiking, yoga, and gardening. Turn exercise into a hobby.

Get on a cardio routine. Usually 4-5 times a week is normal, but if you want to include weight lifting, lift first THEN do your cardio right after (I learned this out of my Men's Health magazine). But cardio is the most important.

DO BARBELL COMPLEXES FORGET CARDIO

Proper diet and exercise, there is no other way,

Cut your calorie intake to no more 1500 per day. Cut out sodas completely. Walk at least one mile everyday, up hill if possible, and do at least 50 sit ups/crunches each day.
Do not eat past 6:00 pm and drink at least 64 ounces of water each day. Love handles are the hardest things to get rid of, but it can be done, and without starving yourself.
Good Luck.
