well the reason people say cold water boost your metabolism is because it has no calories. the body cannot utilize cold water it must warm it up inside the body first. This requires energy to do so and since water itself has no calories it will result in using more calories than the water provides therefore burning additional calories which eventually can cause weight loss.

But don't get too excited its not much at all. If you drink the recommended 64oz of water per day thats about 70calories you'll burn. One pound of fat is about 3500 calories. So its not the most effective thing to do for weight loss, you should drink water for the other health benefits.

Also eating 5-6times per day instead of 3 times helps boost your metabolism. If you skip meals your body goes into "starvation" mode since it doesn't know when its going to be fed next. In starvation mode its more frugal with calorie intake and stores more fat the next time you eat in case it doesn't get fed again it'll have something to feed off of. If you are constantly eating(no more food, just more often: 6small meals instead of 3 big ones) then it tricks the body that it will always be fed and won't store as much fat.

The ideal times to eat are:
7am: Breakfast
10am: Snack
1pm:Lunch
4pm:Snack
7pm:Dinner
And by snack I mean a healthy snack like fruits, a granola bar, veggies, salad, nuts stuff like that

I have never heard of the water thing but green tea works.
