It has to do with the person's composition. If one has a much higher level of lean body mass with less fat, she's going to look better, even at the same weight. A proper fitness program should always be about building lean mass and losing fat, never just about scale weight. I talk quite a bit about diet and exercise on my blog, you may want to check it out at http://fitnessratchet.com

One could have more lean muscle mass. Also people carry their weight differently.. Which is a great example to again not worry about your weight - instead go by how you feel and now you look! If you are happy when you look in the mirror and feel energetic and positive... don't worry about the numbers.

MUSCLE. Lean tissue takes up 5X less space than fatty tissue. If a person is fit and athletic, they can be 135 lbs and appear thin while an out-of-shape person can look chubby.

bigger bones, one has more muscle, one at the time could look bloated... there's a few reasons. Body fat % is the best way to measure optimal health.

It could be muscle, bone structure or even just their body type. I have an hour glass figure, so when I put on weight it isnt as noticeable as someone else who has an apple or pear body type. I gain weight all over, some gain it only in their stomach, or legs, etc

Skeletal frame (bone size and mass) plays its part.

Also fat is less dense than muscle. Some mistakenly say muscle weighs more than fat -- but what they mean is if one is muscular and toned you can look a LOT slimmer than someone who is flab and fat and has poor muscle conformation YET weigh the same.

(Alternatively one could be lying about their weight ;-D )

It is a combination of things just like you said. It has to do with the body frame size and how much of the body is actually muscles. I weigh about 120 but most people think I am 110 pounds or less. I look skinny when others that are the same height as me look much heavier.

If anyone is 5'8 and 132lb and thinks they are fat they need THERAPY. Im sure neither one looks fat and they are taking way too close of a look if they can really tell a difference.
