hi there, well the everyone is born different, some people maybe have more fat molecules in their stomach area, or the bottoms, but you cannot target a certain spot to lose weight in, unless surgery.
Anyways, what you should be doing is alot of cardio, cut all the cheats you have, and no fast food, mcd, kfc, burgerking, non of that, no candy, pizza, cake, icecream, no soft drinks such as, coke, pepsi, 7up, non of that. Just eat alot of lean meat, such as chicken breast, and beef, eat plenty of bananas and apples, and veggies, potatos, yams, brocolli coliflower, and such.
and water, the most important thing is water, if you are workingout, you must drink llike 2-3 liters of water a day, or more.
I can suggest a cardio program for you, which you can try and see it works out.
If you do weights, workout for and work really hard, do not talk to anyone, and just do alot of repetitions and light weight.
after you are done that you go on the treadmill, no eliptacle or bike, only the treadmill will work.
Starting with 2 minutes of moderate speed walking, and make sure you inhale and exhale so you can get enough oxygen.
then run at a constant speed for about 30 minutes.
then without stopping speed up to your max running speed, and run at that max speed for 1 whole minute, then slow down, and walk for another 2 minutes, then you are done for the day.
You can do this program 4 days a week, 5 if you have time, and it should pay off if you eat with good diet too :)

You can't target fat loss in a certain area which really sucks. Some people tend to put weight on in one area more than others. You need to burn more calories than you eat which means eating less, eating better choices or doing more cardio exercise. By building muscle you will be speeding up your metabolism which will help. The good news is as the fat comes off the muscles will be there already if you are regularly working out.

So basically just watch your diet and do 30-60 minutes of good cardio every day (running, walking, swimming, cycling - whatever works for you!).

You need to hit the cardio big time to lose the ab fat. I'm pretty sure your body doesn't let go of that fat until last. Keep at it, once your body fat % gets under about 15% you should notice some difference.
Keep at it, soon you'll be tightening your belt up a few notches!
