You could be increasing your muscle. You need to find out what your fat burning zone for your heart rate is, and do longer periods of exercise while keeping your heart rate within this zone. It is normally around 130bpm, but it depends on your age. You should start losing body fat then. But don't obsess about your weight. Go more by how well your clothes fit. I'm heavier now than I used to be by about half a stone, but I am more toned because I regularly lift weights. You also have to accept that sometimes it takes a while for you to start losing weight, or if you have already lost some you may hit a plateau and find it hard to lose any more for a while. Many people give up when this happens but don't. Believe me it will start to shift again. Also vary the types of cardiovascular exercise you do. If you walk for 30 minutes a day, your body will get used to this. Do something different every day, keep your body guessing. Hope this helps. Good luck.

Daft question but are you eating enough? Sometimes we don't eat enough, therefore our body holds on to what it has got!

i have been dieting and excersising since new years day i lost half a stone in 9 days now im putting it back on :( im doing exactly the same now as i was then so think im burning my fat into muscle wish it was easier lol

Or you are eating too much? You need to consume LESS calories than you are burning doing the toning exercises.

If you are exercising then chances are you will build some muscle - like it or not. The key issue is losses in inches. If you are loosing inches but not weight, then you are doing just fine.

Last year I was sticking to a healthy eating plan and going to the gym 4 times a week and although I was toned I didn't loose an ounce but on a recent medical they found out I may have an under active thyroid which slows down your metabolic rate, I am going for blood tests on Tuesday - could you have this
