Depends on the dips, if you look at the extreme body builders some of them only do 3 dips, but they are extreme dips and very difficult for them to do. 12 easy dips aren't going to achieve anything in comparison to 3 difficult dips, so dip quality is very important.
120 pound person doing 12 dips. No question.
I'll answer this under the assumption that these people are performing a maximum. If the 180 lb person is only *able* to do 3 dips, then the 120 lb person has more muscular endurance. His muscles are able to perform for longer. If the 120 lb person is not able to a single dip with extra weight to simulate a 180 lb body weight, then the 180 lb person has a higher one-rep strength. (If this is the case, neither one are very strong!)
