Its simple- you must burn more calories per day than you take in or eat. Try to keep your calories around 1500 a day and make sure you exercise 5 days a week. Give your body 2 days of rest. As far as your thighs go, unfortunately, you cannot spot train. Once you start losing weight, your body will decide where the fat comes off. Cardio will be better for burning the fat while strength training (weigh lifting) will give your muscles definition once you get rid of all the fat and can see the muscle.
You can realistically lose 2 lbs a week if your losing weight the correct way (meaning dont starve yourself)
visit http://www.calorie-count.com/ and keep track of what you eat and what activites you do, and it will tell you what the ratio (calories consumed/burned) is.
Jump-rope burns alot & is great for building nice definition in your calf muscles
Good luck!

try doing stairs.

just run as often as you can

wear pants until your exercise starts kicking in. small joke. run 3 miles a day. bike for 30min work your way to 45min, if u have a belly on u sit ups. arm flab, push ups weights.

leg lift.

lay on your side, put one leg bent knee pointing upwards foot on the ground and lift the other leg up and down

You have to tone up with weights in the area that needs extra help. Try pilates. They are great exercises that teach you how to isolate the muscles you need to.
