Probably the fat person as it is easier to build muscle if you are carrying a bit of fat. also body type has a big influence as skinny people can have a hard time gaining any muscle due to fast metabolism.

skinny because the protein would go straight to muscle while working out but the fat person would have to burn fat and build muscle there's and extra step for the fat dude!

The question was who would build muslce faster - not who would you see results on faster. A heavier person has a greater amount of lean muscle to start with as they have to carry around a heavier load all day everday. What body type is your skinny person - large % body fat or lean and muscular. What type of exercise are they doing? Endurance, speed, strenght - and yes all of these can be done with weights. And lests not forget about diet. Why is the skinny person taking protein shakes? Perhaps the fatter person already gets enough protein in their diet to compensate for the muscle growth. What about age, what about gender. Your question is too open and needs to be more specific

it would be the skinny person, the protein is necessary for the growth of the muscles, but if they exerted the same amount of force, it would basically be the same. protein mainly just prevents fatigue. also
