Can I do inclined and declined presses on a Seated Chest Press Machine??!

It would not. And it would not be a good idea.

Incline and decline chest presses come in at a different angle than a regular bench.

Using a smith machine keeps the angle the same. If you were to lower/raise your seat, you would simply be applying more (harmful) pressure to your shoulders and other joints. It may seem like it's working in the short term, but in the long term problems will likely arise.
