What do you mean by rest rate?

Im going to answer what I think you are asking.
Your resting heart rate is a great indicator of cardiorespiratory health. It is best checked in the morning before you get out of bed. Check on your wrist for 15 seconds and multiply by 4 (never check on your carotid artery in your neck, it is horrible for your brain).
Next, your max heart rate is the maximum rate your heart can attain before stopping. This is found by (220-age).
During exercise, you should check your pulse every 30 minutes or so, just to see how you are doing. A good intensity for endurance training is about 70% maxHR. A good intensity for power/quicktwitch training is 85-90% maxHR. These are the optimum levels to gain benefits.
One more thing you can do to check your cardiorespiratory health is to see how fast you recover. Check your pulse immediately after stopping, and every minute until you are back to within 10 bpm of your resting heart rate.
As an example, I will use myself:
Resting HR is between 45-53
MaxHR is 198 (220-22years old)
70% is about 150
85% is about 170-180
It takes me about 4 1/2 minutes to get to 60 bpm from 150 bpm
