as long as you do the lifting correctly and not cheat

You should probably start out just using your own body weight to avoid injury. Do push ups, squats, planks, etc. This will build up strength and reduce the risk of injury do to improper lifting.

If you mean building up your arms using free weights, you should start with something lighter. I started with 2 pound weights until I got used to the motions and gauged my strength and tolerance. I now use 5#. I don't know if you can eventually build up to more, probably can. But I'm a small person and feel the 5# are doing enough for me. I've been using them for about 5 months. Good for you, getting in shape!!!

For arm workouts it might be easier to start with 3 to 5 pound dumbbells until you get conditioned to it, so you don't injure any muscles by trying to jerk the weight. 15-20 is too heavy to start, except for maybe bench pressing and other barbell lifts.

For leg work, 10-15 is not a bad place to start.

Have someone show you the correct moves until your muscles remember what to do. Drink water. Eat a little protein after the workout.

First get conditioned to the weights. Then you can go a couple of ways. To shape and tone muscles with a smooth look, use less weight and do more repetitions. To bulk up muscles and build strength, use more weight and do less repetitions.

Give yourself at least a day's rest between workouts so the muscles can heal.
