im trying to burn fat

yes, you should weight lift First and then do cardio finishing up
because lift weight your body consume a lot of sugar in your body and once deplete that in your body only fat become a primary energy, therefore lose unwanted body fat by doing cardio AFTER strength workout.

yes..you can't do your cardio if you don't have the muscles to do it for longer periods of time

Strength training doesn't burn fat (at least not well), that's what cardio is for
Strength training is used more for toning up your body, it builds muscle so be careful because scale numbers will go up if you start strength training
I would suggest doing strength training in the middle for a work out, get your heart rate up with some cardio, do your strength training and then finish with a cool down (stretching or slow cardio like a walk)

It depends on how you feel. If you lift before running your running will be harder, if you run before you lift your lifting will be harder...I usually seperate the two between at least 20 minutes.

Yes. When you lift weights you get your heart rate up without getting as tired. Once your heart rate is up you can run a little faster.

Remember high heart rate = high calorie burning ;)
