I would suggest doing ab exercises. Make sure you work your upper, lower, and oblique muscles.

Don't wear tight shirts

Crunches

=)

A big culprit of a bulging tummy is sodium (salt). Try eliminating soft drinks and salty snacks for a week. see if you look different. Try doing some pilates ab work outs. those will tone your midsection very well.

an excellent exercise, you can do it in front of your TV: sit on a
stool, and put your toes under something (piece of heavy furniture,
for example). In your hands hold a little dumbbell. Please, make sure that it is not very heavy, start with one kilo, for example, or you will damage your back and spine!
Slowly move the upper part of your body back, until it's parallel with the ground. Stop for a second and move it back to the sitting position. Repeat ten times.
Every week add to the number of repetitions.
You will see the results in a week, guaranteed! You will see or feel under the fat - if you have any - six pack and muscles. Dumbbells do wonders. Much better than these crunches - I came up to three hundreds and there was no results AT ALL. With the dumbbells you will see it in a week.

How are your bowel habits? Where abouts does it stick out most - upper tummy or lower tummy? If it is the upper tummy you may not be digesting your food properly so enzymes may help as well as a checkup by your doctor. If it is the lower stomach it could be your large intestine or your ovaries, so again a check up with your doctor could be helpful. Also a ventral hernia or weakening of the stomach wall muscles so that your stomach or bowel contents can try to get through can cause this and may even need surgery. When these are checked out then trying exercises to strengthen your muscles are valuable to help your back and knees as well. Yoga has an exercise of tightening and loosening your stomach muscles to stimulate especially the lower bowel to be more active. (It is amazing how much your bowel can retain over the years so this could help.) The nice thing about this exercise is that you can do it anytime, sitting at your desk, waiting, or in your bed. Doing it regularly is important, so setting out time for yourself to do it like maybe 5 minutes twice a day could help solve your problem. Good luck!
