If you start drinking more water than you're accustomed to, yes, it will bloat you and make you gain a few pounds at first. Like any dietary change, it takes your body time to get used to the extra water and figure out what to do with it. However, as long as you don't have another factor that would cause you to retain water (such as congestive heart failure or kidney problems), this effect should go away within two weeks at most, and it will actually help you lose weight in the long run.

If you have kidney failure, heart disease, or lymph draining issues, your body could retain water.
It isn't uncommon, either, for a body to retain water if the person's diet is particularly high in sodium -- because it has to dilute the sodium level to be the normal concentration (.9%).
A great way to test this is to take two slices of potato, and put them in different cups of water -- put a tablespoon of salt in one, and nothing in the other -- and watch what happens to the potato.
