buy both and start with the 25 use them until your arms are used to the wieght (and i don't mean 1-2 weeks) then switch to the heavy ones. or only buy the heavy ones then your arms will be really sore all the time though. so i'd start with the 25.
(although it might be better to start with a lighter one then 25 first)

Here's the key (regardless of your weight, age, or body size):
If you can do between 8 and 15 reps before reaching your limit, that's the weight for you; if you can exceed more than 15 reps, you need to transition to (add) 5 more lbs. to each arm.
You should be able to do 3 sets of between 8 to 15 repetitions within close to your limit (max, tolerance). The third (or last) set should be the hardest as well as the defining one: If you can 'survive' between 8 and 15 reps (or: ar least 8 reps on your third (last) repetition, that's the weight for you (until you gradually outgrow that weight). As you progress, add weight by 5 lb. increments to each arm.
This guideline applies to dumbells, to allow the freedom to concentrate specific and varied work techniques on each individual arm, for quicker results.
