I'm guessing she has been doing a lot of cardio work. If she hasn't started already, get her weight-training. (It's ok...she's not going to become a ripped body builder!) Tricep workouts should really help tighten up the saggy arm flab. Google "tricep workouts" or check out womenshealth.com Have her subscribe to the magazine, she'll love it if she's into her health.

you need to lift some weights.

lift some weights or swim

Use arm weights and focus on that.

weights @ the YMCA

lifting weights? if not and there is too much excess skin she may have to get some surgery for it

she probably needs liposuction

weights and cardio. if she was really really fat, she may never get rid of the hangy skin.

The gym has instructors that will show you in detail the weights that you must use in low increments to higher weights as she progresses.

Starting out on a full range of weights in many different exercises will help her TONE that flab.

Simple repetetive motions. Just check with the gym to find out what program will help her with the best results.

lots of cardio

Considerable weight loss is often suggested for people who are overweight or obese, but this process can in fact leave behind loose skin.

The condition of your skin will depend on the method and amount of weight loss, and your skin's elasticity. Also, health care providers recommend that people keep a close eye on the condition of their skin for at least two years after weight loss. If loose skin remains after two years, surgery may be the only option to make it go away
