You will retain water if you're not drinking enough of it, because your body will perceive a shortage and hold on to all it can. Drinking sensible amounts of water regularly will ensure that you don't store water weight.

Well it kinda hard to drink to much water. Unless you drink like a gallon in an hour or so. Best rule to go by is to drink eight glasses of water a day or about two and a half quarts. The more water you have in your body the better your body will run.
