If you use it, it will.
It will work your abs, hips and back, if used properly.
But it's not magic so you'll have to use it a lot if you want to loose a considerable amount of weight.
The best time to use it is in the morning BEFORE you eat or drink anything.
When you do cardio before eating or drinking you are burning your reserve fat cells(which are the ones that lay on the outside of the body) and not your calories that you have ingested during the day.

They actually offer a hula-hoop class at a gym close to me. I've never taken the class, but everyone says it is a really good workout.

The answer is yes. Any type of exercise will help you lose weight. I'm not sure how well it will work against specific target areas, etc. But it does help.
