Plastic surgery...no. Personal training, maybe. For my certification, I had to do a certain number of internship hours, which I completed when I was in college. The internship worked just like any other internship, an instructor(s) worked with students to help them practice with clients in a supervised setting. Upon completion of the course (it was an actual college course) the students took a nationally certified written exam and received their certification if they passed. My suggestion is to call around to your local universities (I went to a big one) and find out if they have similar programs. Good luck with your search.
I don't know about the other branches but I'm almost sure the US Army offers free plastic surgery to soldiers, and the free personal training is the basic training and so forth. The only catch is you have to join.
Make friends with someone that does personal training! I use to have a friend and I worked out with him all the time...it was like having a free trainer. Whatever you do...if you decide to pay for it....DO NOT GO TO LA FITNESS. If you decide to pay for it...expect it to cost a lot. You won't get anything cheap....and if you do it probably won't be worth it. To be honest if you go to the gym they usually will answer any questions you might have while working out. I don't know about plastic surgery though.
