This depends on your metabolism because naturally skinny people have very little muscle mass.
People who work hard to be skinny by excercising have a bigger muscle mass and normally bigger genetics in general. So you can't really get them as skinny as some girls. However you can make them look pretty good.

Weight loss is caused by your body taking the calories it stored as fat and using them later while excercising in order to keep on going. Its stored energy. All you have to do is simply do an excercise and stick to it that doesn't involve your legs. This way you don't build muscle mass on your legs. Your body will still be taking the stored fat and using it as energy to maintain itself no matter what part of your body you excercise. But simply not working your legs as much will help the muscle mass stay off them and you will still be buring the fat weight.

Also you should stretch a lot more often for lean muscles. A lot of people suggest yoga in this category.
