you should try doing some leg lifts. what i do is i do leg lifts one day then the next day i do this thing i dont know what it is called but u try to bring ur knees to ur chest and wile doing that you do a sit up then the next day a do ab rolls then i also do sit ups. so maybe try that out and see how it works out. im 14 and i have a six pac from that and i would just try that out but if you loose more weight stop

WOW! I have the exact same problem as you, I mainly just do situps daily and I recomend some pilates classes

When I really want to target my lower abs, I use the workout below. All of the exercises really hit my lower abs, and together, make an excellent workout.

Exercise Sets x Reps
Hanging Leg/Knee Raise 3 x 15, 15, 15
Reverse Crunch 3 15, 15, 15
Hip Raises 2 x To Failure

Leg raises are very good for the lower abs. Lie on your back and lift your legs a couple of inches off the ground. graduate from that too bringing your knees up to your chest.
Also equipment like an ab cruncher (used properly) can concentrate solely on that area.
You could also try using those belts (battery powered) that cause your muscles to contract. They advertise that 5 minutes on them is the equivalent of 100 sit ups.

There are some very effective and affordable ab machines available. Check out these two: http://obsessionfitness.com/tag/ab-train...
