You should take it immediately after your workout. When you lfit weights, your muscle fibers break down, after you work out the process of protein synthesis rebuilds it. Taking excessive protein helps to stimulate this process.
Protein is the building blocks of muscle, so taking it after you work out will make your muscle grow very effectively
so take it post-workout

Either before... more than 30 min. prior to workout or after... its all about moderation and allowing your body to process it... either is fine... btw = bananas are great for reducing lactic acid in your muscles after a workout and peanut butter is a great source of protein...

generally within an hour after your workout, that's when your enzymes (builders) are most active and ready to supply your muscles, but if you want to be hardcore with it...(which I think is kind of a waste)

Then you can take it first thing in the morning, (once again enzymes are ready to supply your body after sleeping 8 hours and not eating anything), and before you sleep (when your body is going to be actually repairing your muscles and needing supplies, such as protein).

This is assuming that you are working out, if you aren't working out, I wouldn't be taking it in that often or you're just going to waste the proteins and piss it in a nice fluorescent yellow, lol.

I have always had good results taking one scoop 30 min before and another scoop 30 min after.

As you can see from the answers, it really doesn't matter. Whatever makes you feel better psychologically.

And the guy who said eat peanut butter, he's right on. That and a little EXTRA meat, especially tuna or salmon, each day is really all the protein you need to build muscles when lifting. The protein supplements are ok, but not really necessary if you're eating a balanced diet with enough meat and calories.
