At what age is it right to take things like designer whey protein?!

When it comes to protein, you can start taking that during the early teens especially if you're not able to get enough protein from your normal diet (muscle growth needs notwithstanding for a moment), which should contain 45-50% carbs, 30-35% protein, and 15-20% fat.

I personally would not suggest giving whey protein supplements to children younger than 13 to 14, because, among other reasons, most kids are not training that hard to need more protein than they can easily get in regular food.

Kids do need more protein naturally and when they are in training, especially for sports, they will need even more. It can be difficult to get the protein you need throughout the day as it is, let alone in the busy lives of kids. So a protein supplement is necessary.

However, while I think protein and vitamin supplements are useful for kids in the right circumstances. I DO NOT think that any other supplements are healthy for kids (e.g. Creatine, Diet pills, Energy/Performance enhancers, etc.). I'm not really convinced that they are right for anyone, so I never recommend them to any of my clients, regardless of age.

Proper diet, resistance training, and cardio along with vitamin and protein supplements only will be all you need to reach the majority of your goals. If you want to compete in bodybuilding competitions or advance beyond your genetic limitations for sports, then you will have to manipulate things accordingly. But it's the long term effects that you have to watch out for.
