by training your arms once a week, along with every other muscle in the gym once a week.. do alot of dumbell curls for the biceps, at different angles and positions, and do alot of rope pull down, and ez bar tricep extemsions....

The MOST easiest way, but also BADEST way is anabolic.
but they are expensive and temporarly and also very dangrous for your muscles.
I recommand you to eat around 100 protein gram
