You need to do cardio. Doing body part specific workouts only builds muscle in that area...it does not burn fat in that area. Fat is burned off equally throughout your entire body. It burns off more easily on the places that fat is stored last.
For example...if you tend to put on fat on your stomach first, then your legs...then when you burn it off, you will burn more fat from your legs first, then your abs.
Yeah...I know...it sucks.
