When I used to do aerobics regularly (sigh) low impact was effectively keeping one foot on the ground at all times and not jumping/bouncing. So the movements are more deliberate and controlled, more stepping than jumping around.
Other types of low impact cardio would be cycling, swimming, eliptical trainer etc. Anything where you aren't hitting the ground too hard. Walking is relatively low impact, jogging is high impact.
Low impact aerobics consist of activity that raises the heart rate without putting undue stress on critical joints. Water aerobics are a great solution to this problem. Eliptical trainers also take pressure off the knees and ankles.
It is basically any aerobic activity using a machine. Treadmills, ellipticals, rowing machines, and bicycles (stationary or the real thing). Walking and running are considered high impact.
