They are healthy for different reasons. If you HAVE to go with only one, fruits have high levels of vitamins that aren't necessarily contained in veggies. Plus, fruits generally taste better.

Raw veggies is the most healthy way to go. If you cook or steam you take out the nutrients. Fruits typically give you the natural sugars your body requires. Both are the best way to go but they are not exactly the same.

A fruit is the (often sweet and fleshy) part of a plant that surrounds the seeds. They are thus the ripened ovaries of the plant.

All other edible plant parts are considered vegetables. A vegetable is an herbaceous plant cultivated for an edible part.

They're different.
I prefer vegetables due to the sugar in fruit.

Fruits and vegetables offer your body different nutrients. Many fruits are high in anti-oxidants, while veggies (especially green) can offer you iron, calcium, and alot of different vitamins. Both give you fiber and are low in calories. It's best to have a diet that contains both.
