Toned VS Stacked?!

Question: I know to build big muscles up you need to a do short ammount of reps in a set on a heavy wieght which will break muscle down, but am I right in saying to get a more toned look you do lots of reps in a set on an easier wieght? What does this actually do to your muscles rather than break them down like a heavier wieght does? What effect will the lots of reps on small wieght have on my body, as in what would it look like intead of getting big muscle like the big wieght small reps one does? Just thin and wirey or do you still look 'ripped'?
