yes it tells you that you worked out hard and you feel the pain on the next day

yeah cuz it means that you worked them really hard.

it tells that you have been lazey lately or have been exersizing too much

You don't want to workout so much that you have muscle weakness.

You start small and as you muscles get toned you can endure more therefore you can workout longer.

Yup. Your felling the burn!!

Thats a good thing, your muscles should be sore after you workout.
