In only a week, you will only be able to make a SLIGHT difference.

Here's what I'd do if I were in your shoes:

TOMORROW (or today, if possible) I'd take some kind of energy supplement (I recommend 5 hour energy; it's not dangerous). Then, maybe an hour later, I'd got to the gym and do arm exercises. You're going to want to use heavy weights and do low reps. About 3 sets, with 6 - 8 reps in each set. You need enough weight that you will physically be able to complete your last set, but that your muscle will be burning a good deal. Then, shortly after your workout, consume (whether it be through food, or through a shake of some sort) a massive amount of protein. I recommend whey protein, but you might not want to buy it if you're not going to make working out a regular thing. Consuming the protein will help speed up muscle recovery as well as reducing soreness. You might also want to eat a banana.

Then, do the same thing again (energy supplement, workout, and protein) midway between tomorrow and the day you have to go to the event. You'll probably have to lift the same amount of weight as before...you probably won't be able to add any more weight.

Then, if you are able, do it all again the morning of the event. Once again, don't forget your supplement and your protein.

All of this combined MAY give your arms a little extra size.

Why do I recommend that you take an energy supplement? Because it will allow you to have a better workout than if you didn't take it. You'll be able to do more reps, etc. Normally this isn't the best idea, but in your case it's an "emergency", I guess. You don't have to do it if you don't want, but it's always an idea.

Don't have access to a gym? Buy some dumbells at walmart and do the exercises at home. You can get a complete arms workout with just freeweights.

Shoulders:
lateral raise
front dumbell raise

Biceps/triceps:
curls
overhead tricep extension
skull crushers

forearms:
wrist curls

There are probably more exercises you could do, but I don't know them off the top of my head. You can google "bicep exercises" or whatever and probably find lots of ideas.

The main thing is to do HIGH weights / low rep, NOT low weights / high rep. High weights will build up size the fastest.

Also, another thing that will make your arms look stronger is if they are more "cut". This basically entails losing the extra weight that is concealing your muscle definition. Since this event is a week away, you DO NOT have time to lose a significant amount of fat. However, you could probably lose water weight and that might make a significant difference. A sauna or something similar would be a good idea.

Good luck. Don't hurt yourself trying to look good for this event; it's not worth it.

weight train

Yep, weight lifting, bicep curls, pushups are great as well

No

No. If you workout your arms will look flexed, and bigger but that is for a couple hours. Workout for about 2 months and you will be surprised

The only thing mildly safe you could do to get bigger looking arms in only 1 week, is creatine. You can get some at GNC or other health stores, and it makes you retain more water in your muscle, therefor your arms and body will look a little bigger. Make sure to drink a lot of water to get the stuff working.

However, we are only talking about less than a half of an inch if you are lucky.
