Depends. Has she hit puberty yet? (I'm assuming yes.) If so, keep in mind there are two types of female pubescent figures: 1) "early" bloomer, well-endowed, curvy, womanly figure and 2) the teenaged girls that have more resemblance to pre-pubescent boys, thin-bones, long and lean --- if she is #1, then no....she has filled out her body properly. She most likely is #1 cuz short girls tend to develop faster and are thicker than tall girls. In order to really tell, you gotta look at her face cuz a naturally womanly-type girl will be soft and curvy below the neck but still have definition to her face. If she's got more than one chin than ya she's pushing her limits

It depends. Weight and BMI can be poor measure of fitness. For a person can weigh 200 lbs and it be pure muscle and they have a BMI of 28%. In a sense displacement is a better check of the amount of fat a person has in them.
