i dont think you can...i guess your legs stay like that

Exercise more and put less junk food and sweets in your mouth

you cant lose weight directly to one place, you have to lose weight all over and wherever your body naturally loses weight, could be your arms and legs, tummy.

try excersizing and toning up.

Consume less calories than you expend in a day. This will lower your body fat, and your genetics determine the order in where you lose the fat. You can either diet to consume less calories, or exercise so you expend more.
Spot Reduction is a Myth.....It is impossible
People can claim that working out the legs will get rid of the leg fat.....doesn't work like that.
I'm sure you've never seen a man who had completely ripped arms and an 8 pack but had massively fat legs.
