mass like were your collar bones are? Id like to put some mass there.

There are no muscles right on the collar bone area. However, if you work your traps ( dumbell shrugs, upright rowing) and your upper pecs (incline bench press, incline dumbell flys), you will fill out in that area as much as possible.

Incline Bench press, Feet elevated push ups, dips.
I would stick to low incline bench press either with a barbell or dumbbells. To high of an incline will tend to work your shoulders more.
