Geez people are unhelpful tonight! You can't just lose weight in your thighs - you need to lose weight all over to do that. You need to do some cardio exercise every day. Mix it up a bit, do some walking, some running, maybe cycling and swimming. Dance to your ipod! Anything. Running up hill can add bulk to your thighs so don't be too much of a mountain goat.
As for food, just be sensible. Cut out the junk, drink lots of water, eat loads of fresh fruit and vegetables. Keep your calories to below 2000 a day.
For specific leg exercises you could try lunges and squats.
