BMI charts indicate that at a height of 4'6", and at 12 years of age, you should be approximately 102lbs or so. Because the weight of a female is harder to set in stone (as to what it SHOULD be) than a male's physical activity and overall health is more important than what can be simply muscle, water, and organic mass in your body.
