Ignore any rude comments posted. Your waist size and overall figure is actually considered quite petitte for someone 5'9''. You have nothing to worry about, the average woman is aroung 30-32" and that's a size 8, so you're under that by a good amount. You seem to be an hourglass figure so having a small waist and larger shoulders/hips is actually very attractive, lol trust me.

Are you looking for attention? Do you want people to look at you?
I mean if you're serious, try looking at other women, about your height, and compare your waist to theirs, that'll give you an idea of where you stand.
