Stubborn flab!?!

Question: okay, so i've been exercising insane amounts for the past 2-3 weeks.
im seeing tone in my legs, but my arms aren't shrinking at all!
im 18 and i wear a 3-5 in juniors... but im 21% body fat... bmi of 18.5
im really confused as to why i am not losing the flab in my arms (and in my lower tummy) after doing all of this exercise. im eating about 1200 calories a day too.
any tips would be great.
i tried to get answers a couple of days ago, but no one had any good opinions.
this is the first time ive actually done anything exercise related since i was like 14 too.
idk help?

Hmm.. something that can really help is do less weight then you are doing. Use... idk.. 5 lb dumbbells( thats what I see most woman use), and do exercises that work out your tricept/bicept. Do a lot of reps, so you can really tear down the muscles and tone some serious muscles. Don't forget to take in a lot of protein after your done working out.

If you weight..... psh... idk.. like 110 lbs then you must take in 110 grams of protein.

Check out the site below if you need some ideas on some arm workouts. Look around if they videos for your abs to, I haven't looked myself. So... yeah, good luck.
