Question: If I ONLY want to tone and don't really want to get bigger at all, would 1lb dumbells in each hand work? I would do a lot of reps.

It really depends on the exercise and your fitness level. Basically for just toning and getting the lean muscle, you will want to choose a weight that lets you do 12 - 15 (or even 20 but not more) reps. You will want to have to struggle a little on the last 3 reps.
This helps ensure you are stressing your muscles so they continue to get stronger and grow or maintain size.
So, one pound may not be good for a strong body part like the bicep but for a shoulder exercise or tricep it may be enough depending on your fitness level.
