It is mainly a problem in the USA because it is so restricted. In places like europe it is not illegal & it is not a problem. When U tell a teen-ager that they can't do sumthing, that makes them want to do it more. For example, durring proabitition, the amount of casual drinker went up 40%. So the answer to U'r question would be the more the laws have cracked down on teens with drugs&alcohole, the more popular it has become

i dont know but my mum tells me she used to do it in the 80's era coz that was her era i think and im just guessing it came from the 60's i think it started from hippies and festivals and developed from there im not sure about the 50's want that a bit more disiplined i dont know hope i helped some more though.
