Go to failure (meaning, lifting until you cannot lift another rep using a desired weight and rep scheme) on each set. Also, increase the weight slightly each week, by about 1kg.

depends on your age (hormone level is a factor), your body type (some guys have fast metabolism simply can't build muscle without supplements), and the type of work out you are doing (need to know reps, weights, etc). without those information, it's impossible to answer your question.
It's not about the time you spend working out.
It is about the quality of the workout and the quality of your diet and your consistency in working out.
If you have a good routine, eat well, and get good rest, you should begin to see results in a few weeks.
You will notice a significant difference with in two months but, you must keep it up or you can easily lose it
