correct. if you train them while they are still sore from a previous workout they'll just tear and won't grow

In general, you want to give each muscle group 48 hours of rest in between strength training routines.

There are exceptions to the rule -- especially for more advanced trainees -- but for most people the 48-hour guideline is the best one to go with.
